Who is the organization's contact person for the public inspection of the past 3 years Annual Return Form 990 as required by the IRS? Is it the Treasurer or the Chairman of the Board of Directors?

Okay ... we've given y'all two days and still no answer. This stuff is public information, folks--oh, I mean Chairman Blake. To refrain from replying casts doubt on whether this organisation is really non-profit and the honesty oh so promised when this board first opened.
We are, as paying members of the LBHA, entitled to simple answers to our relatively simple questions.

I received a private response from the moderator yesterday. I agree with Clara Blinn that a public response would be desirable for other interested parties.

And we're all interested! This kind of sneaky slight-of-hand privacy is just the type of thing that is making many of us reconsidering renewing our membership with this once-proud organisation. A private message is a joke--what the heck are they afraid of? Junk emails from FTD? If I could make a serious suggestion, I'd recommend that if we do not receive that information in this thread by--say--Friday, you cut and paste that response. Cowards.
Of course, they wouldn't care if a gang withold their monies ... en masse. Looks like that is a choice quite well deserved.

I realized I used jargon in a previous post. The IRS allowed public inspection means that a member of the public can request a viewing or inspection of certain documents required to be filed with the IRS. Photocopies are available upon payment of a copying and postage fee. The organization can charge no more for the copies than the per page rate the IRS charges for providing copies. That rate is stated in section 01.702(f)(5)(iv)(B) of the regulations.

If anybody wants to get in touch with any officer of the LBHA, the contact information for all of them is listed on the inside cover of the newsletter. I suggest that the Treasurer or Secretary might be the ones to start with.
